Our Origins & Mission

HealthChoice of Michigan was founded in 1992 by Wayne County to form a public health care corporation under the Michigan Municipal Health Facilities Corporation Act. Our founding purpose: to promote affordable, accessible health care to the residents of Wayne County.

Mission / Vision:

We believe in health equity. Our mission is to advance and promote the health and welfare of our community by creating coverage options that put people first.

Governance & leadership:

HealthChoice is stewarded by a Board of Trustees — three county commissioners and four appointees by the Wayne County Executive. Day-to-day operations are managed by an Executive Director in partnership with dedicated staff.

Christopher Johnson

Executive Director, HealthChoice of Michigan

Christopher Johnson serves as the Executive Director of HealthChoice of Michigan, where he leads the organization’s mission to deliver affordable, comprehensive health coverage for small business owners and their employees across metro Detroit.

A lifelong advocate for accessible care, Chris began his career with Wayne County in 1999, spending nearly a decade as a therapist at the juvenile detention facility before joining the Access to Care Division within the Department of Health, Human and Veteran Services—the same division that administers the HealthChoice programs today.
