chair this meeting today the technical
briefing on the rule of the parliaments
in moving forward with the universal
health coverage agenda and the moving
from commitment to action wgo is playing
playing an increasingly important role
and attention to the Parliament when it

general we have seen that our
relationship our partnership with whu-oh
has been scaled up what was an ad-hoc
relationship has become a more formal

that transformation another one is the
memorandum of understanding that I was
pleased to sign with dr. Ted Rose last
year on behalf of the IPU an MoU that
clearly identified what it is that the
World Health Organization and the IPU
would like to focus on over the long

universal health coverage it is only
normal therefore that this particular
meeting also be looking at what
parliaments can do to promote universal
health coverage indeed this is a
priority that was identified by dr. Ted
rose and myself and which figures
prominently in the memorandum of

together with global health security we

done is done with the contribution of
Parliament's indeed your members of
parliament many of you present in this
room and we don't want to teach you
anything but what we are trying to do is
to ask you to do what it is enshrined in
your constitutions the powers that are
given to you to make laws to whole

ensure that in this particular instance
universal health coverage becomes truly
universal and it is because
you are members of parliament you
represent the people that we want to
hold you to account to make sure that no

coverage and land or rather give
significance to that adjective universe

scope but also in terms of outreach to

parliamentarians registered which is
something I believe testifies to the
importance of bringing together forging
a partnership between the policymakers
the parliamentarians and the technical
community represented by the ministries

initiated a process of developing a
resolution on the achievement of
universal health coverage by 2030 and I
am pleased to note that the three prime
movers of that resolution are present
with us here professor Millett from
Bangladesh
mrs. Carvalho from Brazil and honourable
Lowe from Switzerland there are people
working to give life to this resolution

with the technical support of the World
Health Organization that I would like to
acknowledge here we hope that we can
work on a resolution that is
far-reaching
that gives us a comprehensive approach
to universal health coverage that gives
a strong
two Parliament's as well as governments
in order to move the UHC agenda forward

when at the governmental level at the
United Nations plans our food to have a
high-level meeting during which a
resolution will be adopted on universal

the high-level meeting in September at

will be strong linkages between the UN
resolution and the IPO resolution so
that together we have a complementary
approach to universal health coverage

the advisory group on health in the IPU

coverage is at the forefront of what
Parliament's are doing because as
somebody would say we want to make
Parliament's relevant again and they can
only be relevant if they are delivering
on the expectations of the people how is
one of those expectations and so we are
very much looking forward to having a
resolution that reflects the
parliamentary commitment to work for
better health outcomes indeed we will be

in scope given the fact that the 179
member Parliament's of the IBO will be
solidly behind it and I think it's no
means it in terms of political
commitment that is required for
universal health coverage so I just
wanted to use this opportunity to
highlight some of the things that we
like to do in collaboration with whu-oh

stake in making sure that our
institutions are relevant our
institutions deliver on the people's
expectations so I look very much forward
to the deliberations that are going to

you that your views experiences and

the partnership between WH o and IPO is

of the Bangladeshi Parliament he is also
chair of the ITU advisory group on

ambassadors civil society organizers
scientist ladies and gentlemen good
afternoon as you know that IPU is
bringing a resolution on universal
health coverage achieving universal
health coverage by 2030 the role of
Parliament's in ensuring the right to
health we are working on this resolution
for our last over an year and we will be

probably adapting in the next meeting in
October in Belgrade in the IP Assembly
as you know I have been asked to talk
about IP debate on universal health
coverage and linkage between the
universal health coverage and global
health security as you know that IPU
assemblies are held twice in a year and
are attended by over thousand delegates
from member Parliament's as well as
s-said members and partners they provide
a forum of parliamentarians around the

world to discuss and make a contribution
to the democracy human rights and major
social and economic challenges including
health the last IP assembly was held in
Doha in April 2019 and was attended by
over 800 parliamentarian from 160
countries on the occasion a debate on
universal health coverage enabled IP
members to share their views on ways to
achieve universal health coverage by

2030 and propose parliamentary action to
be included in the IP resolution on
universal health coverage this
constituent an important step in the
preparation of resolution as it allowed
gathering inputs and ideas from
countries with diverse national context
and level of development to inform the

strategies that the IPU is engaging in

important momentum and a great moment to
see a first global parliamentary
resolution adopted on a global health
issue at large and it's as I said an
important step forward and a strong
political message that we're giving to
Parliament's that this is an important
matter that they need to deal with an

level the resolution sets the stage for
parliamentary action at national level

the IPU in the years to come in terms of
our action in the health sector so as

resolution is already a first step but
it's just the beginning of a process and
the question is what is going to happen

on three major strategies the first is
to focus on building and continuing to
